As its historical appeal, the Cambodian Notary Public was introduced since 1954 during the French colony and was completely abolished by the Communist Khmer Rouge Regime in 1975. It has not been until 2006, under the context of legal and judicial reform, there are two fundamental codes, the 2006 promulgated Civil Procedure Code and the 2007 promulgated Civil Code.  With these two passages of regulation, the notion of having a Notary Public has been re-born and introduced to Cambodian society and business.
